The Prompt Is Phrased as a Requirement Rather Than a Choice
His enquiry is candid about something most people are too embarrassed to say. An internal drive removed from an old laptop that "went faulty after freezing. I followed the on-screen instructions and reformatted — I didn't really understand what this meant." The message says you need to format the disk before you can use it, which reads as a necessary step in getting your computer working rather than as a decision with consequences. He did what he was told.

The decode: what the message says, and what it does not
The exact wording matters: you need to format the disk before you can use it. "You need to" is instructional — it describes a prerequisite, in the same register as being told to install an update or accept a licence. It does not read as an option among several.
What the message never says: that the disk already contains data. That formatting will replace the record of it. Or that declining and seeking help is a legitimate response — there is no third button offering that, and no indication that the situation is recoverable.
Why people comply, entirely reasonably: because a computer that will not use a disk without a step is a computer asking for a step. Somebody who does not know that a filesystem is a description rather than the data itself has no reason to suspect the operation is destructive, and nothing in front of them suggests it.
Why this archive keeps meeting it: it is one of the commonest routes to genuine loss here, and it is almost never carelessness. The interface presents a destructive act as a required one, and the people who accept it are the ones who trusted their computer.
Now the position, which is better than he fears: a quick format writes a fresh empty index and marks the space as available. It does not visit the files, which sit exactly where they were. Only subsequent writing removes them.
Why his instinct afterwards was the right one: he removed the drive from the laptop and set it aside. That stopped the writing, and on a drive taken out of service promptly after a format, very little follows the index — which is the difference between a straightforward reconstruction and a difficult one.
What decides how much survives: whether the format was a quick one, which writes structures only, or a full one, which writes across the whole surface. Those are materially different outcomes and the distinction is established rather than assumed.
What the freeze suggests: the drive was already in difficulty before any of this. The format was a response to a fault rather than its cause, and the underlying condition still needs assessing.
