The Noise He Ruled Out Narrows More Than the One He Heard
His enquiry contains an observation almost nobody thinks to make. A 4TB drive dropped on the floor: "once plugged into the computer I can hear a beep, but nothing scratching." He has since sent the drive abroad. The beep places the fault in a family; the absence of scraping removes the worst member of it — and reporting what you did not hear is one of the most useful things anybody can put in an enquiry.

The decode: three sounds, and the one he ruled out
What a repeating tone means: the motor applying torque to a platter stack that will not turn. Most often because heads have come to rest on a surface and adhered, so the motor cannot break them free. Serious, and recoverable in the ordinary run of things.
What a click means: the head assembly moving to a position, failing to find its reference, returning to park, and retrying. Also serious, and also routine work.
What scraping or grinding means: heads in contact with the platter while it is turning. That removes recording material, and material removed does not come back. It is the one acoustic finding that can make parts of a drive genuinely unrecoverable, and it is the reason surface condition determines everything else.
So what his negative observation establishes: that the third one is not happening. The heads are not being dragged across a spinning surface — which is the single most valuable thing to know about a dropped drive, and he supplied it by noticing an absence.
Why nobody reports absences: because enquiries describe what happened. People write down the sound they heard and never think to record the sounds they did not — and yet "it clicks but does not grind" or "it hums and there is no ticking" narrows the field considerably at no cost whatsoever.
Why it does not make the drive safe: adhered heads that are not currently scoring will score if the motor eventually frees them, because they release by being dragged. Every power-up is an attempt at exactly that, which is why the instruction remains to stop.
On sending it overseas, said practically: a device in transit is a device being handled, and a drive with a suspected mechanical fault travels worse than most things. It also becomes considerably harder to obtain a second opinion on, or to have returned unaltered, once it is in another jurisdiction. Neither is a reason not to — but both are worth weighing before a device leaves.
What to establish before anyone starts: whether the drive was powered and spinning when it fell. That single variable determines more about what was damaged than the height or the surface.
On the bench
